      <title>Corrections, human services and education dominate state budget</title>
      <description>The vast majority (86 percent) of Michigan's budget is consumed by corrections, human services and higher education. These are all essential services, but only that part (22 percent) we spend on our colleges and universities represents a long-term investment in the state's future.
