#12 COMMISSION SYSTEM OF GOVERNMENT

The Michigan Department of Agriculture and the Department of Natural Resources have been controlled by a commission system. A bipartisan commission is appointed by the Governor and approved by the Legislature. Future appointees to the Department of Natural Resources Commission should be balanced, not only in their passion for outdoor recreation, but also with regard to the ecological and business environments of the State. The Commission sets policy for the Department and hires the director. The present commission system has allowed for continuity and consistency of programs. We strongly support the commission system of government, including authority for the commission to employ the director.

Furthermore, we insist the Michigan Legislature or Governor create a commission for the Department of Environmental Quality. We urge commission appointments to include agricultural representation in proportion to other interests and follow guidelines similar to those listed above.
